On November 20 Frank Bisignano, Social Security’s Commissioner, published his letter to Congress detailing the agency’s achievements in 2025.

The letter, which you can read in full here (Commissioner Letter to Congress: Year in Review) begins by laying the blame for the recent shutdown on the democrats and pays obsequious homage to his president. What follows is a more standard line of producing statistics, without reference to their provenance, and some generalized successes.

We have now been assured that customer service is better thanks to technology and his leadership; Social Security accounts are the future; the national 800 phone line is more receptive thanks to technology; field office phone systems are better thanks to technology; $17 billion were sent out to beneficiaries under the Social Security Fairness Act (which was signed into law by President Biden in January this year) and was done so thanks to technology; the backlog of initial applications has been reduced; and they’re looking to focus on ‘reducing complexity and eliminating improper payments’ in the SSI program.
